The objective is to incorporate the concept of <strong data-start=\"634\" data-end=\"662\">restorative practices<\/strong> as a key element to improve democratic quality and social cohesion. <\/p>\n<p data-start=\"743\" data-end=\"834\">Restorative practices can contribute significantly in three areas of law:<\/p>\n<ul data-start=\"836\" data-end=\"1287\">\n<li data-start=\"836\" data-end=\"961\">\n<p data-start=\"838\" data-end=\"961\"><strong data-start=\"838\" data-end=\"860\">Principles and values<\/strong> \u200b\u200b(articles 4 and 6): introducing restorative culture as an inspiring principle of participation.<\/p>\n<\/li>\n<li data-start=\"962\" data-end=\"1118\">\n<p data-start=\"964\" data-end=\"1118\"><strong data-start=\"964\" data-end=\"996\">Participation methodologies<\/strong> (articles 19 and 29): including dialogue circles and other restorative formats in the instruments and phases of deliberation.<\/p>\n<\/li>\n<li data-start=\"1119\" data-end=\"1287\">\n<p data-start=\"1121\" data-end=\"1287\"><strong data-start=\"1121\" data-end=\"1157\">System of guarantees and evaluation<\/strong> (articles 33 and 44): using restorative procedures to evaluate the effectiveness of processes and repair violations of rights.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1289\" data-end=\"1598\">Among the amendments presented, the incorporation of a new principle of <strong data-start=\"1367\" data-end=\"1391\">restorative culture<\/strong> within the initial articles, the possibility of including <strong data-start=\"1447\" data-end=\"1474\">restorative mechanisms<\/strong> to manage tensions between administration and citizens, and the inclusion of their effectiveness as an <strong data-start=\"1582\" data-end=\"1595\">evaluation<\/strong> criterion stand out.<\/p>\n<p data-start=\"1600\" data-end=\"1810\">Finally, we also propose reformulating article 44 so that it explicitly contemplates the use of <strong data-start=\"1689\" data-end=\"1718\">restorative procedures<\/strong> as reparation measures in the event of a breach of the rights of the participating persons.<\/p>\n<p data-start=\"1812\" data-end=\"2076\">With these contributions, INSTA reaffirms our conviction that <strong data-start=\"1888\" data-end=\"1926\">quality citizen participation<\/strong> is not just about listening, but also about creating spaces for respectful dialogue, managing disagreements constructively, and <strong data-start=\"2040\" data-end=\"2064\">repairing trust<\/strong> when necessary.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The cooperative defends that dialogue, active listening and repairing relationships must be part of the legal framework for participation in Catalonia.
