{"id":7254,"date":"2025-10-31T09:48:38","date_gmt":"2025-10-31T09:48:38","guid":{"rendered":"https:\/\/instajuridic.com\/2025\/10\/31\/insta-presenta-allegacions-al-projecte-de-reial-decret-que-modifica-el-rd-244-2019-per-impulsar-lautoconsum-les-comunitats-energetiques-i-lemmagatzematge-distribuit\/"},"modified":"2025-10-31T09:48:38","modified_gmt":"2025-10-31T09:48:38","slug":"insta-presenta-allegacions-al-projecte-de-reial-decret-que-modifica-el-rd-244-2019-per-impulsar-lautoconsum-les-comunitats-energetiques-i-lemmagatzematge-distribuit","status":"publish","type":"post","link":"https:\/\/instajuridic.com\/en\/2025\/10\/31\/insta-presenta-allegacions-al-projecte-de-reial-decret-que-modifica-el-rd-244-2019-per-impulsar-lautoconsum-les-comunitats-energetiques-i-lemmagatzematge-distribuit\/","title":{"rendered":"INSTA presents allegations to the draft Royal Decree that modifies RD 244\/2019 to promote self-consumption, energy communities and distributed storage"},"content":{"rendered":"<p>INSTA has presented allegations in the <strong>MITECO<\/strong> <strong>hearing and public information procedure<\/strong> on the \u201c <em>Draft Royal Decree modifying certain aspects related to the self-consumption of electrical energy and promoting distributed storage<\/em> \u201d, which updates and develops the framework of <strong>RD 244\/2019<\/strong> .<\/p>\n<p>The draft of this Royal Decree proposes, among other measures, <strong>simplifying procedures<\/strong> , allowing <strong>simultaneous association with two modalities<\/strong> , creating the <strong>modality with shared surpluses<\/strong> , introducing the <strong>figure of the self-consumption manager<\/strong> , <strong>making the distance in &#8220;facilities close to the network&#8221; up to 5,000 m more flexible<\/strong> and <strong>regulating distributed storage<\/strong> .<\/p>\n<p>From INSTA <strong>we present our arguments to contribute<\/strong> , from the legal and technical practice of the sector, to a <strong>clearer and more operational framework that facilitates the deployment of collective self-consumption (and the promotion of energy communities), as well as distributed storage<\/strong> ; with the simplification of procedures, better information for consumers and guaranteeing legal certainty.<\/p>\n<p>Among the registered proposals, the following stand out: (i) <strong>technically extending the 5,000 m radius to other technologies up to 5 MW and to distributed storage<\/strong> ; and (ii) <strong>establishing positive silence if the network manager fails to meet key deadlines<\/strong> (e.g., activation of the modality\/coefficients on the requested date), to reduce connection times for collective self-consumption.<\/p>\n<p>\ud83d\udd17 <a href=\"https:\/\/www.miteco.gob.es\/content\/dam\/miteco\/es\/energia\/files-1\/es-ES\/Participacion\/Documents\/anexos\/aeip-autoconsumo-2025\/Proyecto%20de%20Real%20Decreto%20de%20modificaci%C3%B3n%20del%20autoconsumo%20y%20almacenamiento%20distribuido.pdf\">Link to the Royal Decree Project<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>INSTA has presented allegations in the MITECO hearing and public information procedure on the \u201c Draft Royal Decree modifying certain aspects related to the self-consumption of electrical energy and promoting distributed storage \u201d, which updates and develops the framework of RD 244\/2019 .
