On October 10, 2025, CISPAC (City of Culture, Santiago de Compostela) hosted the third regional meeting of the COMUNES Project – Solidarity Energy Communities for a just, inclusive and equitable transition, promoted by INSTA – Environmental Legal Services.

The meeting brought together representatives of public administrations, energy communities, social fabric, technical personnel and universities, to discuss how to make energy communities (EC) in Galicia more inclusive and place social impact at the center of the energy transition.

The participants highlighted challenges closely linked to the Galician reality: territorial dispersion and demographic aging, lack of energy training and the need for more collective participation; in addition to regulatory and administrative barriers and heterogeneous financing criteria.

At the same time, clear opportunities emerged: involving Social Services and city councils, consolidating municipal energy offices (fixed and mobile), relying on the Local Forest Communities in Common Hands (MVMC) to provide roots and scale, and creating a Galician network of CEs with shared services (technical and legal). It was also proposed to advance a strategy of surpluses and flexibility and launch regional pilots in cooperation with the Local Development Groups (GDR) and neighborhood associations.

The COMUNES Project will culminate with a closing event in Madrid on November 7, 2025, where the main results will be presented.
