Project Description

At Insta, we have prepared, commissioned by the l’Escamot cooperative, a report aimed at analyzing the legal framework of Company Relocation Plans (PDE) in Catalonia, with specific attention to the Camp de Tarragona.

The study consisted of a detailed analysis of the state and Catalan regulatory framework on air quality and sustainable mobility, especially with regard to areas where limit values ​​for atmospheric pollutants are exceeded and mobility planning instruments, among which the Company Travel Plans stand out.

Likewise, the report incorporates a review of regulations linked to labor rights, accessibility and public incentive mechanisms, including subsidies and aid intended for companies that already have a PDE or that plan to implement one.
This work has allowed us to define a rigorous and comprehensive vision on the regulatory fit of Company Travel Plans and on their necessary adaptation to the new regulatory framework established by Law 9/2025, of December 3 , on sustainable mobility.
