INSTA has presented allegations in the MITECO hearing and public information procedure on the “ Draft Royal Decree modifying certain aspects related to the self-consumption of electrical energy and promoting distributed storage ”, which updates and develops the framework of RD 244/2019 .
The draft of this Royal Decree proposes, among other measures, simplifying procedures , allowing simultaneous association with two modalities , creating the modality with shared surpluses , introducing the figure of the self-consumption manager , making the distance in “facilities close to the network” up to 5,000 m more flexible and regulating distributed storage .
From INSTA we present our arguments to contribute , from the legal and technical practice of the sector, to a clearer and more operational framework that facilitates the deployment of collective self-consumption (and the promotion of energy communities), as well as distributed storage ; with the simplification of procedures, better information for consumers and guaranteeing legal certainty.
Among the registered proposals, the following stand out: (i) technically extending the 5,000 m radius to other technologies up to 5 MW and to distributed storage ; and (ii) establishing positive silence if the network manager fails to meet key deadlines (e.g., activation of the modality/coefficients on the requested date), to reduce connection times for collective self-consumption.
