At INSTA we are pleased to present the Summary of Evidence for Policies of the COMUNES Project “Solidarity Energy Communities”, an initiative developed throughout 2025 with the aim of promoting more fair, inclusive energy community models with a true social vocation.

This document collects the main findings, learnings and recommendations obtained from a participatory and co-creation process carried out in Extremadura, Galicia and Catalonia, where public administrations, energy communities, social entities, social economy entities, universities and citizens have worked together to imagine and design energy transition models that leave no one behind .

This Evidence Summary for Policy provides a clear and practical summary of:

  • The main barriers and opportunities to advance towards Solidarity Energy Communities in Spain.
  • Territorial learnings extracted from regional meetings.
  • Public policy guidelines at the state, regional and local levels to integrate social justice, equity and inclusive participation in energy communities in Spain.

With this publication, at INSTA we reaffirm our commitment to a fair, participatory, equitable and democratic energy transition, where energy is recognized as a common good and a basic right for all people.
